it cant of course. its two problems each have to be addressed individually- the cacti dry easily- you have to keep compost moist- you get damping off(fungal rot) ergo; keep the compost moist and use fungicide such as chestnut compound copper sulphate/carbonate. no drying less dampin off. once they start to produce spines and take in familliar cacti shape they become a bit more resilient and can take a bit of drying out. copper sulphate/carbonate treats the soil not the plant. its where the cacti and soil meet you have the damping off problem
i wasnt being serious about wet fungicide. very dry fungicide works better. everyone gnows that
