I suppose it's possible, as menstruation can be (unreliably) stopped by so many different things; e.g. body mass indexes, stress, fear. People have also mentioned the reverse is true, that being around lots of children (e.g. in a nursery school) seems to make women more ready.
Given that one of the main effects of stimulants is sexing it up like a bunny for 6 hours plus per go, I would strongly recommend a pregnancy test, even if that person is fairly sure of what happened when.
I have been so ridiculously blown away on stimulants at times that at one point I didn't even recognise that I'd actually come until half an hour or more later, when I found a particularly slippery area of skin. Using the "he didn't come in me" or "he had a condom on the whole time" thinking is not a good idea at all. If she has been anywhere near a penis in the last month, or anything with a penis, the test is only way to rule that out; and it is important to do so as soon as possible.
If they are not pregnant, the chances that MDMA or PCP alone have permanently stopped menstruation are essentially zero.
Doctors are, of coarse, under oath, as the others have pointed out. However, there is no need to even mention the drugs (maybe it'd be embarrassing) until she has ruled out being pregnant first. Simply go to the family planning clinic and ask for a pee wand.
If it comes back negative, and their period doesn't return the next month, the doctors would be a better idea.
