Yes, that's what it would imply. For most New Age people the Free Will concept is like a religion, and so New Age (and religious) astrologers will tell their clients they can always "change their fate", or "transcend their birth chart" etc. You can easily get away with such suggestions when you practice Western astrology, because it has become useless for making predictions (since it uses the tropical rather than the sidereal zodiac).
I don't go along with that. If there is a correlation between (human) life and planetary orbits, it must be an absolute correlation. Which means that from one perspective everything is the expression of fate, everything was predetermined at the Big Bang, there's only one way this universe is going to evolve. Quantum concepts like "probablity" and "parallel universes" lose their meaning. There's only one way the universe is evolving, and that's the way we've been experiencing it so far. This seems to imply that we have no free will, unless we go beyond that ego-istic concept and understand that we are an expression of the free will of the universe as a whole.
