Those darned milligrams

How much does an accurate (in the milligram range) scale cost approximately? If I don't have/want one, what's the next best alternative? Dissolving the substance into a known amount of distilled water and then measuring that? Can most substances be kept in distilled water, or will they degrade more quickly than in dry powder form (I'm mostly concerned about 5-MeO-MIPT here)?

If you know for sure how much you have, disolve it in water and put it in a syringe than work the math out to mg/cc.
A good scale can run between $30-$300+
