The Last White Hope Quote

Hey guys, I was wondering if anyone could remember the quote from "The American Drug War: The Last White Hope"

The quote is something along the lines of "Prohibition never works as well as regulation and control, let me say that again, prohibition never works as well as regulation and control......" That's all I can remember of it, if anyone knows the full quote please post it, I can't justify watching the movie again just to write down the quote, even though I've seen it at least 10 times.

just wanted to say that it was a very good documentary. very well done, and makes a lot of sense to me
