although I don't like "full on goa" too much (I'm more into psybient/ambient stuff, or techhouse/electro) Simon Posford is pretty good. He's the DJ and mastermind of Shpongle, but his solo DJ project Hallucinogen is much harder, real psytrance (

)
I don't know if you consider that "full on"? You can find other nice stuff on Twisted records, like 1200 micrograms for example.

What is definitely full on from my view is Etnica (

They also have more ambient classics like "trip tonite" that I like better personally, but their hard tracks are nice as well.

Although you were asking for Goa, I have to add that the most psychedelic electronic dance music I ever encountered is by DJ Oliver Huntemann (http://www.myspace.com/huntemann). Not as fast as Goa, but really dark and hypnotic - I'm loving that stuff on San Pedro.
