Copenhagen planning to legalise cannabis for locals only

Not so wonderful Copenhagen are planning an experiment to legalise cannabis for 3 years.

The downside is, if it goes through it will follow the current trend in the Netherlands of members only cannabis cafes for locals only.

However, the Danish government is already planning to block the move.

i hope more countries pay attention to this, cannabis cafes could be a good way to replace some of the turnover/jobs lost in the failing pub/alcohol industry..
it would go hand in hand with a law giving permission/toleration to grow a few plants for personal consumption.
i cant imagine there been anywhere near the amount of violence from groups of stoners.. as opposed to pissheads.
wouldnt it be a win/win situation?

I thought cannabis was depenalized in 2001 by the November 30th 2000 law in Portugal. Is it not the case?
